Air Canada suspended its 16 weekly flights to four Cuban cities after Cuban authorities warned airlines the island would run out of aviation fuel, further disrupting travel. The carrier said it would send empty jets from Montreal and Toronto to bring back roughly 3,000 Canadians; Canada is Cuba’s top source of tourists.

Russian carriers initially said their schedules would continue, though Interfax reported a Rossiya Airlines flight was canceled and an empty plane still flew to Cuba to collect passengers. The Association of Tour Operators of Russia estimated between 4,200 and 4,700 tourists from Russia are currently on package tours on the island.

The shortage followed U.S. actions that have curtailed Cuba’s access to foreign oil. After President Trump announced on Jan. 29 additional steps to stop the flow of oil — saying, without providing evidence, that Cuba harbored terrorist groups and threatening tariffs on nations that supplied Cuba — deliveries from remaining suppliers were disrupted.
