Draft Gaza Plan Lets Hamas Keep Some Small Arms Initially

A draft plan for Gaza would require Hamas to surrender weapons capable of striking Israel while allowing the group to retain some small arms at first, officials and people familiar with the proposal said. An American-led team that includes Jared Kushner, Steve Witkoff and Nickolay Mladenov intends to share the document with Hamas within weeks; those familiar with the plan spoke on condition of anonymity because the details remain sensitive.

If presented and accepted, the plan would represent a major push to strip Hamas of the military capability at the center of Mr. Trump’s 20-point plan for Gaza, which underpinned the cease-fire.
