European Union officials paused work on implementing their trade deal with the United States as they seek clarity after a pivotal Supreme Court ruling that struck down Mr. Trump’s sweeping tariffs, which had been used to reset trading relationships with the bloc.

Mr. Trump moved quickly to replace those levies over the weekend, applying a 15 percent tariff under a different authority that stacks on top of existing duties. Bernd Lange, chair of the European Parliament’s international trade committee, warned of a "whole range of products which are now much higher than the 15 percent in the old agreement." His committee had planned to vote on the deal on Tuesday but put the vote on hold.

He pointed to cheeses such as Parmesan and Camembert, where U.S. importers already paid 15 percent; with the new levy added to existing rates, tariffs could approach 30 percent. The tool Mr. Trump is now using lasts only 150 days, after which Congress would need to approve an extension.
