After President Trump aired his disdain for Europe during remarks in Davos, leaders from the 27-nation European Union will gather in Brussels on Thursday to take stock of the trans-Atlantic relationship. Mr. Trump criticized Europe’s immigration policies, its regulations and what the article described as a “strident unwillingness to give him Greenland, which he insists America must own.” Late Wednesday he posted on Truth Social saying he and Mark Rutte, the NATO secretary general, were working on a deal that could resolve the dispute over Greenland and suggesting the tariffs he had threatened to impose starting Feb.

1 would no longer kick in. Neither he nor NATO provided details, and a member of the Danish parliament from Greenland said the announcement had caused “total confusion.” European officials have already scrambled in response: ambassadors met for an emergency gathering on Sunday, many leaders called Mr.

Trump directly, and Thursday’s summit was called in response to the threat. Mr. Trump had said he intended to apply levies of 10 percent on several European nations that recently sent troops to Greenland for a NATO exercise; although he has suspended those tariffs, it is unclear if that will last.

The European Union also has a 93 billion euro list of U.S. goods prepared that would be subject to retaliatory tariffs after Feb. 6 unless officials take steps to suspend it. On Thursday evening, leaders are expected to discuss the contours of the plan Mr.
