Showrunner Geneva Robertson-Dworet and Bethesda executive producer Todd Howard framed the Enclave as a central power broker in the world of Fallout, noting the show can explore the faction’s motives and complexity rather than painting them as one-dimensional villains.

Robertson-Dworet suggested the series may examine whether there are noble people within the Enclave or moments when their aims appear justified. The season also points toward Colorado: The Ghoul finds his family’s empty cryo vault and only a postcard from Colorado, which raises the possibility of new locations or elements such as Vault 0 appearing in season 3.
