Season 2 of Fallout concludes with the finale "The Strip," bringing several character arcs to a head in Vegas while setting up possibilities for Season 3. The episode moves the Ghoul, Lucy, and Maximus to new places personally and narratively. The Ghoul wakes the consciousness of Robert House inside a computer and makes a deal to enter a secret Vault while wearing a Pip-Boy.

House reveals he rigged the city to protect his vision, that the Vault was for investors, and that the Enclave — which the Ghoul once aided by delivering a diode — was responsible for sending Deathclaws to Vegas. Flashbacks show Cooper Howard taking the fall for events at Vault-Tec, while in the present Lucy discovers and destroys the living head of Representative Welch.

Hank’s plans for miniaturized mind-control devices are revealed, the Ghoul refuses to kill Hank, and the episode shows Lucy implanting the miniature device into her father’s head.
