The United Kingdom’s financial watchdog has launched proceedings against cryptocurrency exchange HTX and related persons in the Chancery Division of the High Court, beginning in October 2025. The FCA said it received permission on Feb. 4 to serve the case outside the UK and by alternative means; HTX is incorporated in Panama.

The action falls under the Financial Promotions (FinProm) Regime the FCA adopted in October 2023, which tightened how crypto firms may market services to UK consumers. The regulator said firms providing crypto products to UK consumers must comply with rules that protect them from unfair and misleading marketing, and that advertising crypto assets on social media or websites without complying is a criminal offense.

The FCA said it had previously warned HTX about illegal promotion of crypto services, but that the company continued to publish financial promotions on its website and on social media platforms including TikTok, X, Facebook, Instagram and YouTube.
