Leaders of the federal judiciary told Congress that the condition of many courthouses has become so poor that lawmakers should intervene and give judges control over their own buildings. Judge Robert J. Conrad, secretary of the courts’ policymaking body, said the situation “has reached a crisis point after decades of inadequate management and oversight” and proposed draft legislation to create a new “Judiciary Buildings Service” to take over facilities from the General Services Administration.

The courts currently pay G.S.A. $1.3 billion a year for rent and services out of a roughly $10 billion budget.
