Facing a syndicate that includes Dr. Raw (Amanda Strang) and seeking to clear his superior Mr. Cheung (Jacky Cheung), Chow’s globe-trotting investigation yields elaborate setpieces, from a multi-boat raid on a shipping vessel to a final tussle on a mini-submarine.
