When Kliff wakes on the riverbank you're greeted by a bulldog, and petting it raises a trust meter. As you travel to Fernand city you'll find more cats and dogs you can befriend and eventually turn into pets. Petting an animal raises trust by +5 and can be done five times per in-game day, for a maximum of +25.

You can also feed animals up to three times per day; the quality of the food affects trust—tough meat gives +10, fine meat gives +35. Dogs will eat any meat while cats prefer milk. You can buy milk and meat at the Grocer's Shop or Butchery in Hernand, just south of the inn.

To feed an animal, discard the food from your inventory, and be careful—other animals might take it. If you need more time, pass time to continue the process on the next day. When an animal reaches 100 trust, put it down if you're carrying it and hold E to "Take in".
