How to unlock all legendary and mythical Pokémon in Pokémon Pokopia

Pokémon Pokopia includes 12 legendary and mythical Pokémon; some visit briefly while others can join your island and boost Environment Level. Many are first registered in your Pokédex through specific important requests, but a number can also be recruited or summoned with particular actions or items.

Kyogre is too large to live on your island but registers after completing the "Yawn up a Storm!" request and may call out from the water, making it rain. The legendary beasts—Raikou, Entei, and Suicune—can be found deep in caves on Dream Islands: Raikou on Ocean Dream Island (Pikachu) in a metal-block room, Entei on Volcanic Dream Island (Arcanine) in a lava-rock room, and Suicune on Wasteland Dream Island (Eevee) in an ice room; these encounters are rare, you can visit one Dream Island per day, and using specific dolls gives better chances than Ditto or Substitute.
