An Immigration and Customs Enforcement agent fatally shot a 37-year-old woman, identified as Renee Nicole Good, in Minneapolis on Wednesday, officials said, touching off protests and sharp disputes between federal and local authorities. Videos verified by The New York Times show a maroon Honda Pilot partly blocking a snowy residential street as the driver signaled for traffic to pass.

A truck with flashing lights stopped, federal agents emerged, and two agents approached the driver while another stood in front of the vehicle. The car moved forward, and an agent standing near the driver’s side headlight fired at the driver as the vehicle passed him; the Honda then accelerated and crashed.

A witness described hearing an agent shout “Stop!” before quickly firing and said an agent tried to rip open the Honda’s door. The agent who fired later told other agents to call 911. Authorities identified the driver as Renee Nicole Good, a U.S. citizen who lived in Minneapolis and had a 6-year-old child.

Her mother told the Minnesota Star Tribune that Ms. Good was “loving, forgiving and affectionate.” Minneapolis Police Chief Brian O’Hara said there was “nothing to indicate that this woman was the target of any law enforcement investigation.” Federal and local officials offered sharply different accounts.
