A federal trade judge cleared the way for refunds on tariffs President Donald Trump imposed under the International Emergency Economic Powers Act after the Supreme Court struck them down. Judge Richard K. Eaton of the US Court of International Trade said importers subject to those tariffs are "entitled to the benefit" of the Supreme Court ruling and ordered US Customs and Border Protection to "liquidate" import entries without regard to the IEEPA duties.

The agency must recalculate final duties for shipments as if the IEEPA tariffs never applied; any entries that have been calculated but are not legally final need to be redone without the duties. Importers generally have 180 days after goods are liquidated before the accounting is legally finalized.

Eaton also said he will oversee cases involving refunds. The exact dollar figure for refunds remains unclear, though the Penn Wharton Budget Model estimates reversals could reach up to $175 billion.
