NASA encourages the submission of unique and innovative unsolicited proposals that will further the Agency’s mission, while noting that the vast majority of proposals are solicited via publicly available NASA Notices of Funding Opportunity (NOFO) and only a small number are unsolicited.

The agency provides several resources for prospective proposers, including an Unsolicited Guide, an NSPIRES Guidebook, and a Guidebook for Proposers for the Preparation and Submission of Unsolicited Proposals.
