President Trump’s agenda faced more than 600 lawsuits over the past year, The New York Times reported on Jan. 29, 2026. The Times has been tracking every lawsuit challenging Mr. Trump’s policies since he returned to office in January 2025. Plaintiffs have ranged from immigrants and state governments to schools, universities and The Times itself, the paper said.

District court judges have been on the front lines of those fights, and on final merits rulings the plaintiffs won 48 times and lost five times. An earlier Times analysis that counted preliminary rulings found district judges supported Mr. Trump’s agenda only about 25 percent of the time in 2025.

Out of 509 active cases tracked by The Times, the administration’s policies have been halted 149 times — roughly 30 percent — while in about 70 percent of active cases the policies remain in effect. Appeals courts treated Mr. Trump more favorably, ruling in his favor 51 percent of the time in 2025.

Judges Mr. Trump appointed during his first term voted in his favor 92 percent of the time in 2025, and experts cited factors such as case selection, changes to the confirmation process, the rise of maximalist executive theories and the characteristics of those judges. The Supreme Court entertained 24 Trump-related matters in 2025 and ruled in his favor 21 times, mostly through emergency-docket orders that are not final decisions on underlying legality.
