Oulu, a northern Finnish tech city, is European Capital of Culture for 2026 and is preparing a diverse €50m programme under the theme “Cultural Climate Change”. The city hopes the year will draw up to 2.5 million visitors, about 20% more than a typical year. The programme covers 39 sites across four counties and includes events such as the Frozen People electronic music festival on the iced Bothnian Bay (if it is frozen), the Lumo Art & Tech festival, the Arctic Food Lab celebrating local produce, and a Sami opera, Ovllá.

Piia Rantala-Korhonen, chief executive of Oulu 2026, told visitors she expects a strong economic return: “for every euro spent, there will be a €5 return for the city.” She also stressed the relevance of the festival’s theme as local ice and snow have been diminishing — the city recently had to cancel a skiing marathon because of lack of snow for only the second time in 100 years.

Oulu offers a mix of quirky and traditional attractions that organisers did not always foreground: the Air Guitar world championships, the Screaming Men’s Choir, Polar Bear Pitching — where entrepreneurs make brief pitches while standing in icy water — extensive sauna culture, and outdoor access to sea, rivers, lakes, woods and almost 600 miles of cycle lanes.

Visitors encountered a floating community sauna on the frozen Oulu River and locals who knew the capital year was coming but said details remained thin.
