A large replica of a sexually suggestive birthday card said to be from President Trump to Jeffrey Epstein appeared on the National Mall near the United States Capitol overnight on Sunday, timed to what would have been Mr. Epstein’s 73rd birthday. The installation includes a drawing of a naked woman’s torso and what appears to be Mr.

Trump’s signature. The 10-foot-tall piece reproduces a message released as part of a congressional inquiry. One side reads "Happy Birthday To A 'Terrific Guy!'", an apparent reference to a description Mr. Trump gave to New York magazine in 2002; the other shows the female torso with "Donald" written below and the line: "may every day be another wonderful secret." The image and signature were among documents the House Oversight Committee released in September; the card was originally included in a book presented to Mr.

Epstein for his 50th birthday in 2003 and was turned over by Mr. Epstein’s estate after the committee subpoenaed the materials. An anonymous group of artists calling themselves the Secret Handshake said it installed the display and obtained a National Park Service permit for a 12-by-10-foot "birthday card." At the site a sign invited visitors to write messages to the administration and the installation was placed near mock boxes brimming with redacted files.
