Romania lets councils ban betting shops and slot machines
Romania’s government has overhauled gambling rules with an emergency decree that allows municipalities to restrict or ban betting shops and slot machine halls. Licensed operators must now obtain both a national permit and local authorisation to open a venue, giving mayors and councils a decisive veto.
More than 200 localities could pursue full bans. The change follows a rapid expansion of the industry, with tens of thousands of slot machines and betting outlets across the country, especially in Bucharest. Previously gambling halls were authorised centrally without city approval, leaving communities powerless as venues proliferated near schools and homes.
Diana Stoica, the MP who led the campaign, said local authorities can now decide where and under what conditions these venues operate. At least nine cities have signalled plans to pursue full bans.
