Hours after speaking at the World Economic Forum in Davos, President Trump said he had reached a "framework" agreement with Mark Rutte, the NATO secretary general, over Greenland and the Arctic and that he was calling off tariff threats he had issued to press for control of the island.

Mr. Trump posted on Truth Social that he and Mr. Rutte had "formed the framework of a future deal with respect to Greenland and, in fact, the entire Arctic Region." Three senior officials said NATO officers discussed a compromise in which Denmark would grant the United States sovereignty over small pockets of Greenlandic land for military bases; the officials spoke on condition of anonymity, and they did not know whether that idea was part of the framework Mr.

Trump announced. NATO said negotiations between Denmark, Greenland and the United States would go forward to ensure "that Russia and China never gain a foothold — economically or militarily — in Greenland." Reactions were mixed.
