President Trump withdrew his endorsement of Representative Jeff Hurd of Colorado and threw his backing to Hurd’s right-wing primary opponent, a move that could further imperil Republicans’ chances of holding the House in November’s midterm elections. Hurd was one of only six Republicans to join nearly all House Democrats in voting to cancel Mr.

Trump’s tariffs, a largely symbolic vote that served as a rare bid by Congress to assert its authority over the administration. He has argued the tariffs have harmed agricultural and steel producers in his district and has raised constitutional objections to the president’s unilateral trade actions.

After the Supreme Court ruled that Mr. Trump had exceeded his authority in imposing the tariffs, Hurd said the decision underscored the need for Congress to play its proper role in trade policy. Mr. Trump lashed out on social media, calling Hurd a “RINO” and saying he was among a small number of legislators who had let him and the country down.
