President Trump announced on social media that he would raise his new global tariff to 15 percent, effective immediately, a day after the Supreme Court struck down earlier emergency duties. He signaled he would press ahead with his trade agenda despite the legal setback.

Mr. Trump had previously set a replacement rate at 10 percent under a rarely used law that allows a president to impose an across-the-board tariff for 150 days; that statute caps the rate at 15 percent. On Truth Social he said he was raising the 10 percent tariff to the "fully allowed, and legally tested, 15% level" and that the administration would determine and issue further legally permissible tariffs in the coming months.

The court ruling has left companies and foreign governments uncertain.
