A second round of peace talks among U.S., Russian and Ukrainian officials was set to begin in the United Arab Emirates after a large Russian assault on Ukraine’s power grid. The talks are the most public sign of progress in President Trump’s effort to negotiate an end to the war, but officials remain far apart.

Negotiators were expected to focus on two main sticking points: the fate of Ukrainian-controlled territory in the east that Russia demands and how Ukraine’s security would be guaranteed. President Putin insists Ukraine cede seized lands and a portion of the Donetsk region that Ukraine still controls, a demand President Zelensky has called a non-starter.

Mr. Zelensky said Ukraine would shift its approach to the Abu Dhabi talks after the bombardment but did not provide details. The talks were to center on a U.S.-backed 20-point peace plan that includes security guarantees, territorial divisions and reconstruction.
