Funding for the Department of Homeland Security lapsed on Saturday as lawmakers remain deadlocked over limits Democrats want on federal immigration agents. Much of the department’s work is continuing, with most personnel staying on the job without pay as they did during last fall’s shutdown, though a longer standoff could begin to affect travelers and others.

The department oversees a wide range of agencies, including the Transportation Security Administration, the Coast Guard and the Federal Emergency Management Agency. Customs and Border Protection and Immigration and Customs Enforcement, which carry out immigration enforcement, have been under heavy scrutiny amid the administration’s crackdown and after the fatal shootings of two U.S.

citizens in Minneapolis last month. Democrats are withholding votes to press for policy changes at the department, arguing new limits are needed; Republicans call many of the proposals overly burdensome.
