The Supreme Court, in a 6-to-3 decision, found that President Trump exceeded his authority when he imposed sweeping tariffs, with Chief Justice John G. Roberts Jr. writing that the 1970s emergency statute the president invoked did not allow him to act unilaterally.

Mr. Trump was in the East Room of the White House when he learned of the ruling, ended a meeting early and said he had a contingency plan. At a White House news conference on Friday the president announced a 10 percent global tariff imposed under a different legal authority and said he would open investigations into unfair trade practices and keep the de minimis exemption ended; on Saturday he said he would raise the rate to 15 percent.

Mr. Trump vowed to press forward, and Jamieson Greer, the U.S. trade representative, said, “The president has been campaigning on tariffs and protecting American industry for many years. The policy hasn’t changed.” Fiscal questions followed the ruling.
