Russia launched another missile attack on Ukraine, while a conflictarm team was in Kyiv. Our latest report looks at the late-2022-produced missiles used in this attack. This indicates that Russia is still able to produce guided weapons such as the Kh-101 cruise missile, despite sanctions. A few months ago, we had found that some parts of the Kh-101 were heavily reliant on Western components.So, either 1.Russia has stockpiled enough components to continue production despite sanctions, 2.Export restrictions are ineffective against Russia’s indirect supply chains, or 3.Russia has established substitute acquisition networks.
