Back in Season 3, Animal Control hinted that Frank Shaw and Victoria Sands might become more than colleagues, but the show diverted that possibility when Victoria paired with Parker in the season finale. Season 4 largely left the Frank–Victoria thread on the back burner, yet recent developments suggest the spark between them hasn't fully faded.

After the latest episode, the series would benefit from returning that subplot to the foreground. The funeral for C-38 first suggested a romantic turn between Frank and Victoria, and Frank seemed close to asking her out before Victoria and Parker became a couple in the Season 3 finale "Strays and Lovebirds." Victoria has treated dating casually, while Parker's respectful, gentlemanly approach in Season 4 has pushed the Frank–Victoria pairing further out of play.

"French Bulldogs and White Bulldogs" finally acknowledged the potential between Frank and Victoria but undercut it in the same episode.
