Tech companies are investing heavily in energy‑intensive data centers just as U.S. electricity demand rises, prompting lawmakers to weigh new rules to prevent surprise hikes in household utility bills. In January the White House proposed that tech firms help pay for power plants built for them, and Senators Josh Hawley and Richard Blumenthal introduced legislation that would require data centers to provide their own energy.

Data centers raise costs in two main ways: connecting to the grid can require new transmission lines and generation, and once online they add demand that can push up regional prices. Microsoft and Anthropic have said they will "pay their way"—covering grid upgrades and other effects—but attributing which upgrades are caused by a single facility is complex.
