President Trump’s new "Board of Peace" is presenting itself as an international peacekeeping body and is offering permanent membership to countries that provide more than $1 billion in cash within the board’s first year, according to a draft of the charter reviewed by The New York Times.

The charter, which was sent with invitations to potential members and verified to The Times by an official who spoke on the condition of anonymity, does not mention Gaza even though the board was conceived as part of Mr. Trump’s plan to oversee Gaza. A U.N. Security Council resolution in November 2025 endorsed Mr.

Trump’s plan and welcomed the board as a transitional administration to set a framework and coordinate funding for Gaza’s redevelopment; the United Nations has said about 80 percent of buildings in Gaza were damaged or destroyed. The White House said the board’s membership would include Secretary of State Marco Rubio, Jared Kushner and World Bank head Ajay Banga, and several countries — including Argentina, Canada, Egypt and Turkey — have received invitations.
