The International Criminal Court (ICC) is an intergovernmental organization and international tribunal seated in The Hague, Netherlands. It is the first and only permanent international court with jurisdiction to prosecute individuals for the international crimes of genocide, crimes against humanity, war crimes and the crime of aggression. The ICC is designed to complement national jurisdictions, and it only intervenes when national courts are unable or unwilling to prosecute these crimes. The Court is governed by an international treaty called the Rome Statute, which has been ratified by 123 states. The ICC has jurisdiction over crimes committed on the territory of a state party to the Rome Statute, or by a national of a state party. The Court can also investigate and prosecute crimes committed in a non-state party state if that state accepts the Court's jurisdiction. The ICC can open an investigation on its own initiative, or at the request of a state party or the United Nations Security Council. Once an investigation has opened, the ICC's Prosecutor can issue arrest warrants for suspects. If a suspect is arrested, they will be brought to trial before the ICC's judges. The ICC has a number of important features that distinguish it from other international tribunals. First, it is a permanent court, which means that it is always available to prosecute international crimes. Second, it is independent of any state or political actor. Third, it has jurisdiction over individuals, not just states. The ICC has played an important role in bringing justice to victims of international crimes. It has also helped to deter these crimes from being committed in the first place. The ICC is a vital institution in the fight against impunity and the promotion of international criminal justice.
