Dolly Salim or Theodora Athia Salim (26 July 1913 – 24 July 1990) was the first singer of the Song Indonesia Raya at the II Youth Congress from 27 to 28 October 1928. The II Youth Congress was held at Sie Kok Liong's boarding house for pupils and students on Jalan Kramat Raya No. 106 Jakarta.[1][2] The congress produced the Youth Pledge pledge which emphasized the ideals of the founding of the Indonesian state. At the meeting, young congress members from all over the Dutch East Indies were present, such as Jong Java, Jong Ambon, Jong Celebes, Jong Batak, Jong Sumatranen Bond, Jong Islamieten Bond, Sekar Rukun, PPPI, Betawi Youth, Indonesian Youth Association, several young people Chinese, two representatives from Papua, namely Aitai Karubaba and Poreu Ohee. They promised to unite: to share their homeland in Indonesia; Indonesian nationality; speak Indonesian.
