Saints or Angels -The 24 Elders Explained

If the 24 elders in Revelation 4 are angels, then why do they sing about being redeemed by the lamb out of nations of people? If they are saints, why are there only 24 of them? Does that prove the pre-tribulation view of the rapture? Let me know what you think!
