Chile constitutional referendum: Voter apathy could result in far-right laws

On Sunday, December 17, Chileans will participate in a third mandatory referendum to approve or reject the latest draft for a new charter. This will likely be Chile's last chance to put its current dictatorship-era constitution to bed. But apathy may be the winner.
