Joker was initially conceived as a standalone film, although Warner Bros. intended for it to launch a DC Black film series. In August 2019, Phillips acknowledged that Joker was not planned to have a sequel, but he did show interest in creating one. In October 2019, Phoenix made hints that he will play the same role. With Gaga and Beetz joining later that year, the sequel officially started development in June 2022. The main photography was done in Belleville, New Jersey, Los Angeles, and New York City between December 2022 and April 2023.
