Conservationists primarily blame the fishing industry for the decline in numbers, as penguins depend on the sardines and anchovies they catch and sell. But fishermen say they are “a fraction of the problem”, as there are there factors like climate change and vulnerability to natural predators involved. While the South African government have previously tried to restrict fishing activities, it is estimated that there are now only 8,750 penguin breeding pairs left in the country.
