Project Silence is a South Korean disaster-action thriller set during a massive foggy night on the Yeongjong Bridge. The story begins when heavy fog causes a huge multi-car accident, trapping dozens of people on the bridge with no way out.
At the same time, a military truck carrying secret government bio-engineered dogs called Echo Units crashes in the pileup. These dogs were created as deadly military weapons. Now they are loose and hunting.
The main characters are:
Jung-won, a government official trying to protect his daughter.
Jo Bak, the scientist responsible for creating the Echo dogs.
Other survivors trapped on the bridge.
As the fog gets thicker, the surviving people are attacked by the Echo Units which have super strength, night vision, and pack-hunting instincts. The survivors join forces to escape, but the situation gets worse as the dogs multiply and become uncontrollable.
Climax
Jung-won and the survivors reach the end of the bridge, but the final pack of Echo Units corners them. Jo Bak sacrifices himself to stop the dogs he created, and Jung-won manages to protect his daughter just as the military arrives.
Ending
The government tries to cover up the incident, but Jung-won refuses to stay silent. He exposes the truth behind Project Silence, revealing that the disaster was caused by illegal experiments.
