To change the color of a dress in Photoshop, you can use the "Hue/Saturation" adjustment layer.
Open the image in Photoshop.
Go to Layer
.New Adjustment Layer
.Hue/Saturation.
In the Properties panel, use the Hue slider to change the color of the dress. You can also use the Saturation and Lightness sliders to adjust the intensity and brightness of the color.
To change the color of a specific area, you can use the Color Replacement Tool or the Magic Wand Tool to select the area and then use the Hue/Saturation adjustment layer.
Finally, use layer mask to blend the color change with the rest of the image.
When you're happy with the results, Save the image.
Note: If the color change is not subtle, you may also want to use a combination of different techniques such as Selective Color, Color Balance, and Curves to achieve a more realistic result.
